I had a short look, but didn't see how to, at least not in a 'compiled assembly' manner - because SharePoint Designer doesn't compile anything!
I believe you can take a SharePoint Designer workflow and package it up as a feature for redeployment to other sites/systems - but that's on my list of things to try.
